At its meeting of 21 September 2001, the European Council endorsed the Justice and Home Affairs Council's conclusions and action plan relating to the urgent measures to be taken to address the new security situation in the European Union following the terrorist attacks on the United States of 11 September.
This seminar will review the progress of discussions concerning national and EU anti-terrorism measures. The seminar will address issues arising from the proposed European Arrest Warrant. The other EU proposals and activities post-September. It will also be analysed, both from law enforcement and human rights perspectives.
National anti-terrorism packages and how they fit in with the proposed EU measures is another conference theme. Is there a compatibility between what is happening nationally and what the EU is doing?
The concerns of several European parliaments and non-governmental organisations about the anti-terrorist measures will be debated - notably, the question whether the new measures will interfere disproportionately with rights of liberty and privacy.
