Draft EU Convention: Updated versions as at 18 July 2003

The Convention on the Future of Europe has now published full documentation on the proposed Constitution.
Final changes were been made to the draft Convention on 8 July 2003 (the texts are below). The only JHA amendment is a new art 163(5), providing that the EU's immigration powers shall not affect a Member States' powers to set quotas for economic migration.The provisions on "reinforced cooperation" (where some, but not all, governments cooperate on an initiative) have been changed in a way to make this form of cooperation easier, for example, on defence.
