Press Release (pdf). This deals with border controls for third country nationals entering and exiting the EU (with or without visas). The Commission opts for a combination of an Entry-Exit System (ESS) and the Registered Travellers programme. Biometric checks (fingerprints or digital face images) will be introduced for the Exit Entry System after a transitional period and a combination of a "token" and central database for the Registered Travellers Programme.
