The paper reports findings from 21 prison establishments inspected during 2012 and 2013 in which inspectors found that “little progress” has been made in implementing previous recommendations on offender management in prisons or in developing an up to date prisoner needs analysis.

This lack of progress was concerning, the inspectors said, as it casts doubt on the Prison Service’s capacity to implement changes required under the Transforming Rehabilitation strategy.

Their findings led the inspectors to conclude that a fundamental review was needed: “the current position is no longer sustainable and should be subject to fundamental review.”
