1. The President of the Convention on the Future of Europe has today published the first 16 Articles of a new constitution: Draft constitution (link to pdf file)
2. One of the key background document to the discussion on the Convention is the report drawn up by the Secretary General of the Council of the European Union in March 1999. Entitled "Operation of the Council with an enlarged Union in prospect - Report by the Working Party set up by the Secretary-General of the Council (Trumpf/Piris Report ). The report was drawn up by a Working Party chaired by the Secretary-General of the Council, Mr Trumpf, with Mr Piris as its deputy chairman and Mr Boixareu Carrera, Mr Crowe, Mr Elsen, Mr Sliben, Mr Schwaiger and Ms Stifani as its members; Mr Cuntz and Mr Keller-Noëllet acted as rapporteurs and Mr Maganza, Mr Galloway and Ms Blanchet as deputy rapporteurs.
