European Commission Green Paper on safeguards for suspects

The European Commission has put out a Green Paper on procedural safeguards and suspects held by police and defandants in court. Many commentators argued for this to be produced at the same time as the proposal for a European arrest warrant - which has been adopted at EU level and is now being discussed by national parliaments - and which will be in operation for a number of years before peoples' rights are established.
