USA-ICC: Military Assistance Deadline Passes, Boucher Says (Aid subject to suspension when Article 98 agreements not signed) (1430) July 1 was the deadline for the United States to assess the provision of military assistance to states that are parties to the International Criminal Court (ICC) and that have not entered into non-surrender Article 98 agreements, says State Department spokesman Richard Boucher. This is one of the key provisions of the American Servicemembers' Protection Act of 2002, Boucher said at the State Department daily briefing June 30. "We will need to balance our broader bilateral interests with substantial consideration to the risks posed to U.S. citizens and servicemembers by the potential for politically motivated charges before the ICC," he said.
