On 2 April 2004, the Council of the European Union issued updated lists
The Council of the European Union (the 15 EU governments) decided on 2 April 2004 to update the European Union list of terrorist organisations and persons linked to terrorist activities, which was first adopted in December 2001 in the wake of the terrorist attacks on 11 September 2001.
The changes from the 24.12.03 versions are that:
a. On the organisations and individuals inside the EU the Kurdistan Workers Party (PKK) has an added reference to: "(a.k.a. KADEK, a.k.a. KONGRA-GEL)"
b. On the organisations and individuals inside the EU the "National Liberation Army (Ejercito de Liberacion Nacional)" has been added. The ELN is in Colombia.
c. The same changes have been made to the list of organisations and individuals outside the EU.

On Christmas Eve, 24 December 2003, the Council of the European Union issued updated lists
The Council of the European Union (the 15 EU governments) decided on 22 December to update - by written procedure - to update the European Union list of terrorist organisations and persons linked to terrorist activities, which was first adopted in December 2001 in the wake of the terrorist attacks on 11 September and last updated on 27 June 2003. These updates were published on 24 December.
The changes to the 1st list (inside EU) are that seven members of ETA have been removed from the list of individuals (18 members of ETA remain on the list) and Great Islamic Warriors Front (IBDA-C) in Turkey have been added to the organisations
The change to the 2nd list (non-EU) is the addition of: Great Islamic Warriors Front (IBDA-C) in Turkey.

On 12 September 2003, the Council of the European Union issued updated lists:
The Council decided on 12 September - by written procedure - to update the European Union list of terrorist organisations and persons linked to terrorist activities, which was first adopted in December 2001 in the wake of the terrorist attacks on 11 September and last updated on 27 June 2003.
This time the EU has agreed to put the Palestinian group Hamas on its list of outlawed terrorist organisations.

On 27 June 2003, the Council of the European Union issued updated lists of:

2. "Terrorist organisations" and inidividuals outside the EU : non-EU groups and people (pdf)
The EU resisted US and UK pressure to put the Palestinian group Hamas on its list of outlawed terrorist organisations. Last year the EU outlawed Hamas' military wing, the Izz al-Deen al-Qassam Brigades.
