The Council of the European Union (the 15 EU governments) decided on 17 May 2004 (published on 3 June 2004) to update the European Union list of terrorist organisations and persons linked to terrorist activities, which was first adopted in December 2001 in the wake of the terrorist attacks on 11 September 2001.
The changes from the 2.4.04 version of groups and individuals inside the EU are the addition of 10 groups from Italy:
4. Anti Imperialist Territorial Units (Nuclei Territoriali Antimperialisti)
5. Artisans’ Cooperative Fire and Similar — Occasionally Spectacular (Cooperativa Artigiana Fuoco ed Affini- Occasionalmente Spettacolare)
6. Armed Units for Communism (Nuclei Armati per il Comunismo)
9. Cell Against Capital, Prison, Prison Warders and Prison Cells (CCCCC — Cellula Contro Capitale, Carcere i suoi Carcerieri e le sue Celle)
18. International Solidarity (Solidarietà Internazionale)
32. Red Brigades for the Construction of the Fighting Communist Party (Brigate Rosse per la Costruzione del Partito Comunista Combattente)
41. Twentieth of July Brigade (Brigata XX Luglio)
44. Unit for Revolutionary Proletarian Initiative (Nucleo di Iniziativa Proletaria Rivoluzionaria)
45. Units for Proletarian Initiative (Nuclei di Iniziativa Proletaria)

On Christmas Eve, 24 December 2003, the Council of the European Union issued updated lists
The Council of the European Union (the 15 EU governments) decided on 22 December to update - by written procedure - to update the European Union list of terrorist organisations and persons linked to terrorist activities, which was first adopted in December 2001 in the wake of the terrorist attacks on 11 September and last updated on 27 June 2003. These updates were published on 24 December.
The changes to the 1st list (inside EU) are that seven members of ETA have been removed from the list of individuals (18 members of ETA remain on the list) and Great Islamic Warriors Front (IBDA-C) in Turkey have been added to the organisations
The change to the 2nd list (non-EU) is the addition of: Great Islamic Warriors Front (IBDA-C) in Turkey.

On 12 September 2003, the Council of the European Union issued updated lists:
The Council decided on 12 September - by written procedure - to update the European Union list of terrorist organisations and persons linked to terrorist activities, which was first adopted in December 2001 in the wake of the terrorist attacks on 11 September and last updated on 27 June 2003.
This time the EU has agreed to put the Palestinian group Hamas on its list of outlawed terrorist organisations.

On 27 June 2003, the Council of the European Union issued updated lists of:

The EU resisted US and UK pressure to put the Palestinian group Hamas on its list of outlawed terrorist organisations. Last year the EU outlawed Hamas' military wing, the Izz al-Deen al-Qassam Brigades.
