EU: Council invites Commissioners to remain "temporarily" in place

The Council of the European Union has issued a "Declaration" on behalf of the 25 governments "inviting" the current President of the Commission (Romano Prodi) and all the other Commissioners (eg: Mr Vittorino) to remain "temporarily" in place: Press release (link) The current President and Commissioners five year term ends on 31 October. The failure of the new President, Mr Barosso, to present the European Parliament with an acceptable slate of new Commissioners means that he and the others cannot take office.
