The formal Council adoption of the PNR agreement notes that Belgium, Czech Republic, Germany, Spain, Latvia, Lithuania, Hungary, Netherlands, Poland and Finland have to comply with the requirements of their constitutional procedure in accordance with Article 24 TEU. Article 24 says that the agreement is not binding on these states until this process is completed.
