The Council has agreed on a letter to the Court of Justice re enlarging the Court's jurisdiction over immigration and asylum, asking the Court to develop one of its two proposals for changing the Court's rules to establish an emergency procedure for JHA cases: Letter, EU doc no: 7646/07 (pdf)
