EU: European Commission: Report from the Commission to the Council and European Parliament in the development of the Visa Information System (VIS) in 2011

The Visa Information System (VIS) was formally launched on 11 October 2011. VIS collects personal information and biometrics (finger-prints) from people applying for a visa to visit the EU from Member State consulates in third countries.

From launch to year end 299,648 applications were processed with 468 cases of "potential visa shopping". The countries first targeted were in North Africa (Algeria, Egypt, Libya, Mauritania and Tunisia).

Responsibility for running VIS will shift from the Commission to the EU Agency for large-scale IT systems in JHA at the end of the year. High-level "informal meetings" of the "Friends of VIS", who met eight times in 2011 is said to be the favoured method for "reporting".
