“Right of access to documents of the institutions – Documents originating from a Member State – Objection of the Member State to disclosure of the documents – Scope of the institutions’ review of the reasons for the Member State’s objection” and “I propose that the Court should: Allow the appeal in part by upholding the second part of the second ground of appeal, alleging misinterpretation of Article 4(5) of Regulation (EC) No 1049/2001.”
