EU: Justice and Home Affairs Council: Cancelled?

It has been noticed that references to the planned JHA Council on 20 September (see draft Agenda below) have been dropped from the Council's "Main topics for the coming fortnight: 10 - 23 September 2012" which now lists a "Informal meeting of Justice and Home Affairs ministers" in Nicosia, Cyprus on 19-20 September. This most unusual step is referred to in a press report: Justice and Home Affairs Council on 20 September cancelled (link):

"The Justice and Home Affairs Council scheduled for 20 September, at which Bulgaria and Romania’s Schengen accession was supposed to be discussed, was cancelled, the BNR learned from diplomatic sources in Brussels. The reason, according to the sources, is that there are no other important decisions on the Schengen topic in the Council’s agenda and there is also no chance for a positive outcome for the two countries at this stage."
