"This appeal raises the question of whether, under Regulation No 1049/2001 (2) on public access to the documents of the institutions, the Council is entitled to refuse to disclose information relating to the identity of the Member States proposing modifications as part of the process of amending that very regulation...

"In the light of the foregoing considerations, I propose that the Court should: (1) Dismiss the appeal; (2) Order the Council to pay the costs."
