See: The 2012 Annual Report of the Council of he European Union for public access to documents (pdf) reminds us that despite the Lisbon Treaty (in force since December 2009) Article 15.3 which says that all documents concerning the legislative process should be made publicly available that only: "40% of the documents relating to the legislative process is made public" and: "The remaining documents were or will be made public in the register upon final adoption of the legislative act." (p10)
