The Parliament decided early on a position which does not take into account many of the compromises arrived at in the Council after long debates”. It is in the nature of secret trilogue meetings between the Council and the European Parliament (the EU legislature) that the parliament does not have to enter negotiations until the Council has adopted its final position – which it has yet to do.
