"The actions of EU institutions, bodies and agencies as well as Member States, when implementing Union law, have to be fully in line with the Charter. Article 51 of the Charter states that the institutions and bodies of the Union and the Member States shall respect its rights, observe its principles and promote its application in accordance with their respective powers..."
