European Council meeting, 20-21 October: "maintaining and tightening control": draft conclusions focus on migration

Migration is the hot topic for the European Council meeting on 20 and 21 October, and the focus is on maintaining and asserting control over the situation and pursuing further attempts to keep people out of Europe. The draft conclusions cover:

 

  • Protecting the borders;
  • Tackling migratory flows;
    • (a) Reducing the numbers of irregular migrants along the Central Mediterranean route;
    • (b) Maintaining and tightening control of the Eastern Mediterranean route;
    • (c) remaining vigilant about other routes;
  • Addressing other elements of the comprehensive strategy.

The draft conclusions also address trade and "other global and economic issues", for example the Paris Agreement on climate change. In the background the issue of Brexit will loom large over the meeting: Theresa May to step into Brussels lions' den (Reuters, link)
