EU-API-PNR: Question to the European Commission from Sarah Ludford MEP (ALDE) on EU API (pdf):
"Given that Council Directive 2004/82/EC of 29 April 2004 on the obligation of carriers to communicate passenger data obliges Member States to collect Advanced Passenger Information (API) data on passengers crossing EU external borders only, why is Spain apparently citing this Directive in requiring such data from passengers on flights from the UK? Will the Commission take enforcement action against any Member State incorrectly implementing this Directive? Will the Commission supply a report on whether and how Member States are implementing this Directive given that the transposition date was 5 September 2006?"
