"Ad hoc" intergovernmental cooperation on justice and home affairs matters took place under the EC TREVI framework (Terrorism, Radicalism, Extremism and Violence) between 1977 and 1993 and a number of decisions and recommendations were agreed by the interior ministers of the participating EC countries.
