The Maastricht Treaty on European Union entered into force in November 1993. Title VI of the treaty provided a legal basis for justice and home affairs measures, covering police cooperation, judicial cooperation in criminal matters, immigration, asylum, border control and visa policy and civil law matters. The Amsterdam Treaty entered into force in May 1999.
