This manifesto is based on the following two principles:

- Imprisonment is generally ineffective either in terms of
deterrence or rehabilitation. Every effort should be made
therefore to ensure that the use of custody is cut to the
absolute minimum. the use of pre-trial imprisonment should also
be avoided where possible. The conditions in which remand
prisoners are detained are a denial of the presumption of
innocence.

- Prisoners must be treated at all times with humanity, dignity
and respect. Many prisoners have special needs as individuals
that the Prison Service must endeavour to meet. All prisoners
must be treated fairly. As the Woolf Report has said - and as the
Government accepts in its White Paper Custody, Care and Justice -
the Prison Service needs to achieve a balance between the
requirements of security, control and justice.
