Outlines in brief the 1985 disorders, and the reactions to them.
The impact of the operation of powers of stop and search, the
variation in the rates of arrest of different ethnic groups, are
then considered. Discusses crime, policing and young black
people, looking particularly at "mugging". Examines the change in
approach to `black crime' by the Metropolitan Police and its
impact on race and policing. Considers allegations of police
misconduct, and evidence of the deterioration in relations
between police and black people. Police raids, the police
complaints system and racial attacks are also looked
at. Gives a chronicle of public disorder in 1985 and
the disorders from 1930 to 1939. 153 References.
