In Madrid on 19 November 2003, the Spanish and Moroccan interior ministers agreed to create a body for the coordination of the fight against illegal immigration which will meet on a monthly basis. At the same time as it was also decided to put into place joint mixed patrols to surveil common borders. On 9 December it was the turn of the head of the Spanish government, José María Aznar, to visit Morocco in order to re-launch a number of initiatives to combat illegal immigration in talks with the Moroccan government. These included the approval of the presence on Spanish territory of two liaison officers from Morocco who would be responsible for identifying unaccompanied Moroccan minors, for locating their families and ensuring that they ask to have them back.
