Various analyses of the causes of the riots and of possible
remedies. At the Council of Local Education Authorities
conference Mark Carlisle, Education Secretary, and Sir Ashley
Bramall, ILEA Member, were amongst those discussing riot-
related issues. A US report prepared in the wake of the 1980
Miami riots has urged the police to keep a closer check on the
level of tension in their areas.
