EXAMINES SOME OF THE SOCIAL AND ECONOMIC FACTORS BEHIND THE
RECENT RIOTS IN BRIXTON, TOXTETH AND ELSEWHERE AND SUGGESTS THAT
A PRINCIPAL CAUSE IS THE BREAKDOWN OF THE 'SECONDARY CONTROL' ON
LAWLESS BEHAVIOUR EXERCISED BY THE COMMUNITY ITSELF. THE
BREAKDOWN OF COMMUNITY STRUCTURES IS DUE IN PART TO CENTRAL AND
LOCAL GOVERNMENT POLICY WHICH HAS SYSTEMATICALLY DESTROYED THE
INNER CITY SENSE OF IDENTITY.
