Belgium: Immigrant suffers brain damage

A 19-year-old immigrant youth is suing the police following an
incident in which he suffered brain damage. The incident happened
after the police asked him to put out his cigarette on the
underground. When he went to leave, saying he would finish
smoking outside, the police began to harass him, asking to see
his identity card. An argument developed during which, he says,
he was handcuffed and beaten with a police baton (Solidaire
15.9.93).
