The British government's objection to the removal of border
controls partly rests on its mistrust of other EC member states'
ability to secure the `external borders' of Europe. But the
border between the North and South of Ireland seemingly provides
a showcase for the technology appropriate to external border
policing. Officials from the Spanish ministry of the Interior
have been given a guided tour of border checkpoints and military
installations. Whether this particular European border represents
an external frontier, a security measure or an internal border
control, remains to be tested under Article 8a of the Single
European Act.
