Examines the origins and constitutional significance of the
freedom exercised by chief constables over operational
decisions and argues that it has no basis in historical fact,
constitutional convention, statute or common law. An
analysis of relevant laws and cases leads to the conclusion
that police authorities can give operational orders of a
general nature to chief constables and that the latter are
in the same position as any other non judicial public
official.
