Lay visitors are an accredited panel of local people who have the
authority of the Home Secretary to check up without notice and at
any hour, on the treatment of police prisoners. Pioneered in
Lambeth, the scheme is gradually being introduced to other
Metropolitan Police districts, and similar systems are being set
up outside London. Examples of the work of the panels are given.
