This discussion paper has been prepared following the number of
civil emergencies - both natural and man-made - faced by the
United Kingdom in the course of the last few years. Draws out the
main elements involved in current civil emergency planning,
explores any possible gaps in the present provisions and
considers what practical means could be found to meet any
deficiencies. The seven main sections cover:- the role of central
government, statutory requirements for civil contingency
planning, independent national co-ordination, public information
and casualty bureaux, collation of information, the role of
voluntary bodies and provision for aftercare.
