`Poor Law', published yesterday by CHAR, CPAG, NAPO, NCCL and the Claimants'
Defence Committee, claims that Operation Major, the police swoop on homeless
benefit claimants suspected of fraud in Oxford last year, cost over six times
the amount of fraud discovered.
