An inquiry commissioned by the Government following the fire
at Bradford City football ground and incidents at the
Birmingham City football ground into the operation of the Safety
of Sports Grounds Act 1975 . Summarises the findings of previous
inquiries and investigates design and structural aspects of
sports stadia, current regulations - including the role of
local authorities, crowd control and the role and powers of the
police, racism, alcohol, hooliganism, and crime prevention
measures, such as closed circuit television .
