Examines these issues in the context of research on the police
complaints procedure in force before the passage of the Police
and Criminal Evidence Act 1984 carried out at the University of
Cambridge Institute for Criminology . Problems include restricted
access to the records of the Police Complaints Authority which
makes accurate sampling difficult, and reluctance on the part of
some complainants to take part in surveys on, for example, their
perceptions of the complaints process. This may be a particular
problem in the case of ethnic minority complainants and/or those
whose complaints are still in the process of investigation. 9
