The number of complaints against the Royal Ulster Constabulary
increased by 25% last year, according to the 1991 report of the
Independent Commission for Police Complaints. Only nine cases out
of 2,500 resulted in criminal charges and none of these was
upheld. The Commission was unable to substantiate a single case
out of 840 complaints of ill-treatment by suspects held under
emergency legislation.
