On the afternoon of 19 August 1987, in the Berkshire market town
of Hungerford, 16 people were killed by a single gunman. A number
of more recent incidents in Bristol, Wolverhampton, and elsewhere
have shown potential weaknesses in the existing controls. This
paper has been prepared to give background information to the
proposals for reform of the Firearms Act 1968, by the Government.
Includes sections on the existing controls and their history,
policy post Hungerford, the proposals for reform, the British
Shooting Sports Council, amnesties, and the police use of
firearms.
