Assesses the way in which new procedures introduced under the Act
are working. Examines the use of police powers, the exercise by
detainees of their right to legal advice, and the length of
detention without charges. Concludes that considerable
differences exist between police stations in these areas and
suggests that the variations should be examined more closely.
