Brief review of the early development of the police force and the
attempts of policy makers to reconcile the sometimes conflicting
demands of effective maintenance of law and order, public
reluctance to fund the service, and fears of a threat to
civil liberties. Looks at the gradual evolution of the police as
a locally controlled but politically impartial force with a
strong legal basis and central supervision by the Home
