Enoch Powell, MP, warned that the 1981 Brixton riots were only
the beginning of further racial problems, at the Monday Club's
conference on immigration and race relations. He also suggested
reserving a quota of short-term jobs for New Commonwealth
citizens, so that they could acquire experience and assets in
the
UK, but without permanent settlement.
