On 6 April the European Parliament passed a resolution, by 151
votes to 99, condemning the agreement reached in January between
Germany and Vietnam over the return of Vietnamese migrants. The
agreement covered the retof 40,000 people to Vietnam in exchange
for DM100 million in aid. The resolution attacked the exchange
of people fro money as a condition of a cooperation agreement
with a Third World country. Negotiations were broken off in
February because of a disagreement over the use of part of the
