In October 1993 the Commission issued a draft directive giving the right to vote and stand as a candidate in Euro-elections to EU nationals living in a member state other than their own. The draft contains derogation clauses which can be used by the host country in the event that the proportion of EU nationals on the electoral register exceeds 20% of the total. The directive does not deal with the voting rights (or lack of them) of the EU's 10 million or more resident "third country nationals".
