Recommends the admission of spectators to designated football
matches only upon presentation of a valid membership card and
only if the ground on which the match is to be played is covered
by a licence. The scheme, which will apply to England and Wales,
but which may be extended to Scotland and Northern Ireland, will
be administered nationally by a Football Membership Authority and
all members information held on a central computer.
