Speech given at a joint conference in 1979 outlining how the
structure and function of the police force have changed since
its creation. Examines areas of work hampered by the nature of
the new police boundaries created under local government
reorganisation in 1974. Suggests that any future reorganisation
of the force should take into account the need for formal and
informal cooperation with local authorities and maintain the
idea of the independent constable, enjoying a rapport with
ordinary people.
