In November last year the European Parliament passed a resolution calling on member states to dismantle "all clandestine military and para-military networks". The resolution was prompted by the revelations that secret intelligence and armed units had been created by NATO under the name of "Gladio" in the late 1940s. The "Gladio" organisation was outside of democratic control and:"in certain member states military secret services (or uncontrolled branches thereof) were involved in serious cases of terrorism and crime". European Parliament resolution 22.11.90.
