Holland: New Police Bill

The supreme advice council of the Dutch government, the Raad
van State, has seriously criticised the new Police Bill in a
still confidential advice. This new Police Bill will establish
25 police regions and a 26th national Corps, which will resort
under the Ministry of Justice. This 26th Corps will embody all
police services that operate nationwide. The Raad van State
believes that these new developments "considerably undermine
democratic control". Under the present system the mayor
(Burgomaster) is responsible for the municipal police. The
local council in its turn controls the mayor's policy. In the
new situation, with a regional Corps containing multiple
municipalities, the mayor of the largest city would bear
executive responsibility. A police region thus knows no
democratically elected body which controls the Corps. The Raad
van State fears that this will result in "an unwanted
independence" of the police in the Netherlands.
