illegal surveillance techniques, including telephone tapping;
includes reaction from Home Secretary Leon Brittan, a call from
Liberal Leader David Steel MP for further checks on the
practice, and report that the NCCL is considering legal actions
in the High Court and the European Court of Human Rights.
