First in a series of five articles on police accountability
in which the Chief Constable of central Scotland gives
his personal views. He accepts the validity of many local
government fears about the freedom of Chief Constables to
spend large amounts of money and control the forces of law
and order with apparent impunity. However, the intrusion of
party politics into policing is equally worrying.
