Italy: new decree

The Italian government passed a decree on 13 April under which
foreign detainees awaiting trial can be expelled on the request
of the police or prison authorities, subject to the approval of
a judge. The measure was allegedly drawn up in order to reduce
overcrowding in prisons, and has led to a wave of protests among
immigrant organisations, trade unions, churches and others who
say that expulsion before conviction for any criminal offence
would be in breach of international human rights agreements.
Foreign prisoners called a hunger strike in protest. The decree
was subsequently amended so as to require prisoners to choose
between detention and expulsion.
